Constitution
This is the constitution for Parents for Craigowl
The objectives of Parents for Craigowl are
• To work in partnership with the school to create a welcoming school which is
inclusive for all.
• To promote partnership between the school, its pupils, parent forum and community.
• To develop and engage in activities, including fundraising, which support the education and welfare of the pupils.
• To identify and represent the views of parents on the education provided by the
school and other matters affecting the education and welfare of the pupils.
The membership will be a minimum of ten parents/carers (hereafter referred to as ‘parents’) of children attending Craigowl Primary School.
Any member of the parent forum can volunteer to be a member of Parents for Craigowl.
Parents for Craigowl may co-opt two members of staff. In addition they may co-opt others, as and when appropriate, to assist it with carrying out its functions.
The number of parent members of Parents for Craigowl must always be greater thanco-opted members.
A meeting of Parents for Craigowl will be deemed to be quorate if five parent members are in attendance and the number of parent members outnumbers the number of co-opted members.
The office bearers will consist of two Co-Chairs and a Treasurer. Office bearers will be agreed by the members of Parents for Craigowl immediately following its formation.
The Co-Chairs must be parents of pupils at Craigowl Primary School. If the child of a Co-Chair ceases to be a pupil at Craigowl Primary School, a new Co-Chair will be agreed at the next meeting of Parents for Craigowl.
Office bearers will be re-selected by Parents for Craigowl on an annual basis (at theannual meeting of the Parent Forum).
The Co-Chairs will alternately chair the meetings of Parents for Craigowl unless one can not be in attendance when it will fall to the Co-Chair present to chair the meeting
Parents for Craigowl is accountable to the Parent Forum for Craigowl Primary School School and will make a report to it at least once each year on its activities on behalf of all the parents.
If five members of the Parent Forum request a special general meeting to discuss issues falling within the Parents for Craigowl’s remit, Parents for Craigowl shall arrange this. Parents for Craigowl shall give all members of the Forum at least two weeks’ notice of the meeting and, at the same time, circulate notice of the matter or matters, to be discussed at the meeting.
All members of the parent forum may ask for an issue to be discussed at a general meeting of Parents for Craigowl. Parents for Craigowl must respond to the parent, within two weeks of the meeting, giving the outcome of the discussion.
The Annual Meeting will be held in September of each year. A notice of the meeting including date, time, and place will be sent to all members of the Parent Forum at least two weeks in advance. The meeting will include:
• a report on the work of Parents for Craigowl and its committee(s)
• selection of the new Parents for Craigowl and appointment of office bearers
• discussion of issues that members of the Parent Forum may wish to raise
• approval of the accounts and appointment of the auditor.
Parents for Craigowl will meet at least once in every school term. Should a vote be necessary to make a decision, each council member at the meeting will have one vote, with the Chair of the meeting having a casting vote in the event of a tie.
Any two members of Parents for Craigowl can request that an additional meeting be held, and all members of the Parents for Craigowl will be given at least two week’s notice of date, time and place of the meeting.
If a Parents for Craigowl member acts in a way that is considered by other members to undermine the objectives of Parents for Craigowl, their membership shall be terminated if the majority of parent members agree. Termination of membership would be confirmed in writing to the member.
Copies of the minutes of all meetings will be available to all members of Craigowl Primary School Parent Forum and to all staff at the school.
Meetings of the Parents for Craigowl shall be open to all members of the parent forum and all members of Craigowl Primary School staff, unless Parents for Craigowl is discussing an issue which it considers should be dealt with on a confidential basis. In such circumstances, only members of the Parents for Craigowl and the head teacher, or his or her representative, can attend.
The Treasurer will open a bank or building society account in the name of Parents for Craigowl. Withdrawals will require the signature of two out of three members of Parents for Craigowl. No cheque may be signed by partners or spouses.
The Treasurer will keep an accurate record of all income and expenditure, and will provide a summary of this for each Parents for Craigowl meeting and a full account for the Annual Meeting. Accounts held in the name of Parents for Craigowl will be audited by the auditor appointed at the previous Annual Meeting.
Parents for Craigowl shall be responsible for ensuring that all monies are used in accordance with the objectives of the Parents for Craigowl.
Parents for Craigowl may change its constitution at the Annual General Meeting of the Parent Forum. Members of the Parent Forum will be sent a copy of any proposed amendment and given fourteen days to respond to the proposal.
Should Parents for Craigowl cease to exist, any remaining funds will be passed to the school to be used for the benefit of the school where this continues.
